Important Information About Rhode Island Energy’s Recent Regional Greenhouse Gas Initiative (“RGGI”) Bill Credits For A-60 Qualified Customers And November’s One-Time Bill Credit

In comments submitted by the Governor on September 28, 2023, he advised that $3.0 million was proposed to be made available from RGGI funds, pending the outcome of a public process, to reduce the impact of the proposed Last Resort Service rates. According to the letter, “RGGI funding would provide direct rate relief to approximately 36,000 low-income customers…as a fixed monthly credit on their electricity bills during the winter period.”

A bill credit of $27.66 will be applied to each customer account eligible under Section I during the billing period of December 2023, January 2024, and February 2024.


Bill Credits:

As part of PPL Corporation’s settlement agreement with the RI Attorney General to complete the acquisition of The Narragansett Electric Company, PPL Corporation agreed to provide to all of Narragansett’s electric and gas distribution customers the total amount of $50 million. Based on the relative number of electric distribution customers and gas distribution customers, PPL will credit $32.5 million to electric customers and $17.5 million to gas customers. Each electric customer will receive the same credit, and each gas customer will receive the same credit.” All Rhode Island customers who have an active account as of November 1st, 2022, will see a one-time bill credit on their account within the November bill period in the amount of approximately $63.
